The second national youth development conference aimed to advance a national strategic approach to youth development and was organised around three themes: (1) empowerment of young people; (2) engaging communities; (3) quality outcomes. The conference provided the opportunity for a range of contributors to youth development to meet with colleagues, gather information, promote initiatives and explore good practice.

The volume of the proceedings is divided into the following sections: (1) Keynote presentations: Community capacity building - 'big picture' and 'big ideas' / Susan Stroud; Advancement of youth development within Australia / Trish Worth; (2) Issue sessions including papers on: Engaging and retaining volunteers for youth development; New Zealand perspective; Youth development evolution within community, welfare, education and industry sector; Young people - making a difference now; Participant diversity in youth development; (3) Workshop streams including: (i) international perspectives; (ii) young people's issue; (iii) professionals and practice; (iv) promotion and communication; (v) empowerment of young people; (vi) research and policy; (vii) volunteers; and (viii) youth development snapshot.
